Good luck in your project brother, listen just have fun with it put some mad-random content together make it unique.
For community i would say look for a random member-only area like Yanille or deeper and from there start creating a world of your own.
Remember to keep it competetive, no point letting players max-out in first half an hour, what would be the point in the highscore tables.
Create access to skilling, if there are no mining areas near by, make one - If there are no fishing spots... add a way to get to the shore.
