i didnt see a problem with it? high reppers didnt take hardly anything off with de rep and i only added 30 when i repped someone and im like 5 from top, its the formulas that need changing not the limits.

The formula could not be changed any more without severely hindering newer/lower repped users greatly. This was made to simply limit the top 20 users from gaining more power and putting them even more in control of it. It won't do too much, the reputation system as a whole has been screwed for 4+ years and there is a way to fix it without a reset which just won't happen as we already tried.

Very nice, not sure if this would effect me or any users with a reputation as mine lol. Or does it?

It won't affect 99.8% of the forum at this current time.
