There would be a market for it, but due to the overly saturated market of accounts that are similar and if it has no quests, unless you have a rep to sell it yourself you would probably only get around 30-40 for the account give or take a little more

2. Untradeables
3. Stats
4. Due to the style of the account, Combat Level
5. Valuables (Tradeable)
6. Any offences on the account (Mutes, Bans etc)
7. How many owners

And many more.

You'd be lucky to get 40$ to be honest, but it all depends on the buyer but the market for this type of account is very small in all honesty.
