Having an issue with rsmod

It's a server on github: https://github.com/Tomm0017/rsmod

I downloaded the release and tried to run the game.bat file but got this message in command prompt:

ERROR: JAVA_HOME is set to an invalid directory: C:\Program Files\java11

Please set the JAVA_HOME variable in your environment to match the
location of your Java installation

Java 11 is required for the project and I tested that it's running plus I set the JAVA_HOME variable to the correct directory so I don't get why I'm getting that message.

My JAVA_HOME variable is set to: C:\Program Files\java11

My path is set correctly to: C:\Program Files\java11\bin

I tried asking AI but it couldn't give me a solution.
